There is another important point which should now be considered: I stated above (paragraph 5) that on my arrival here, I found that the practice for some years past had been to summon the Executive Council to meet only at rare and uncertain periods; and that for the reason specified, I had conformed to the practice in force in all other Colonies by directing a meeting to be held on a fixed day in every week; of course, without prejudice to extraordinary Meetings whenever the exigences of the public service should so require.
